At FM the modulated signal reaches with the maximal point the frequency of the carrier signal. The frequency range of the carrier signal is changed according to the wanted signal. With PWM the modulated signal reaches with the maximal point the duty factor1. The duty factor is changed from 0 to 1 according to the wanted signal.
